Method
- Place the beef, onion, and garlic in your slow cooker.
- In a bowl, whisk together the beef broth, red wine (if using), tomato paste, thyme, rosemary, salt, and pepper. Pour this mixture over the beef in the slow cooker.
- Cover and cook on low for 6-8 hours, or on high for 3-4 hours.
- Add the potatoes, carrots, and celery to the slow cooker. Stir to combine.
- Continue to cook on low for another 2-3 hours, or until the vegetables are tender.
- In a small bowl, whisk together the flour and cold water until smooth. Stir this mixture into the stew to thicken it.
- Cook for an additional 15-20 minutes, or until the stew has thickened.
- Let the stew rest for 1 hour before serving.
