- Preheat your oven to 375°F (190°C).
- In a large skillet, cook the ground beef and chopped onion over medium heat until the beef is browned and the onion is softened. Drain off any excess grease.
- Stir in the minced garlic, cooked rice, diced tomatoes (with their juice), salt, black pepper, and chili powder. Cook for 5 minutes, stirring occasionally.
- Place the prepared bell peppers in a baking dish. Spoon the ground beef mixture evenly into each pepper half.
- Cover the baking dish with foil and bake for 30 minutes.
- Remove the foil, sprinkle the cheese over the top of the peppers, and bake for another 10 minutes, or until the cheese is melted and bubbly.
- Let stand for a few minutes before serving.
