- Boil a large pot of salted water and cook the pasta according to package directions. Reserve 1-2 cups of pasta water, then drain and set the pasta aside.
- Heat olive oil in a large skillet over medium heat. Add the diced onion and green bell pepper and cook for 3-4 minutes until softened.
- Add the ground beef to the skillet and cook until browned, breaking it apart. Stir in the crushed garlic, oregano, paprika, salt, and black pepper, and cook for another minute.
- Mix in the tomato paste and tomato sauce. Let simmer for about 5 minutes.
- Stir in the cream cheese and sour cream until smooth and creamy. Heat through.
- Add the cooked pasta to the skillet and toss to coat with the sauce. Add a splash of reserved pasta water if the sauce is too thick.
- Tear the fresh basil leaves and sprinkle over the pasta. Adjust seasoning to taste and serve hot.
