- In the same pan, combine potatoes and the reserved cooking liquid. Add additional water to cover the potatoes. Bring to a boil, then reduce heat. Cook, uncovered, until potatoes are tender, 15-20 minutes.
- Meanwhile, place milk, green onions, salt, and pepper in a small saucepan. Bring just to a boil and remove from heat.
- Drain the potatoes and place them in a large bowl. Mash the potatoes. Add the milk mixture and beat just until blended. Stir in the cooked cabbage.
- To serve, drizzle with melted butter and top with fresh parsley and crumbled bacon.
